For Philippines vs Eastern Europe vs South Africa outsourcing, pick Poland or Romania when the work handles personal data and six or seven shared hours is enough. Pick South Africa for English-language work with similar overlap and no night shifts. Pick the Philippines when you want a team on a deliberate UK shift, which covers all eight hours of your working day.
The honest version of this comparison is that each location can do good work, and the deciding factors for a UK buyer are mostly structural: how many of your working hours the team shares, what language the work happens in, and what UK data-protection law asks of you when personal data leaves the country. This article computes the first and cites the other two. If you want the wider market background, read our overview of the Philippine BPO landscape, and if you are still deciding whether to outsource at all, start with in-house vs outsourced.
Philippines vs Eastern Europe vs South Africa outsourcing at a glance
The overlap figures below assume each team works a standard local 9:00 to 17:00, measured against a UK 9:00 to 17:00. ACXHUB is shown separately because its Cebu team does not work a local day.
Time zone
Poland: UTC+1 in winter and UTC+2 in summer, following the EU daylight-saving rule (IANA tz database). One hour ahead of the UK all year.
Romania: UTC+2 in winter and UTC+3 in summer, also on the EU rule (IANA tz database). Two hours ahead of the UK all year.
South Africa: UTC+2 all year, with no daylight saving (IANA tz database). Two hours ahead in winter, one hour ahead in summer.
Philippines: UTC+8 all year, with no daylight saving (IANA tz database). Eight hours ahead in winter, seven in summer.
Overlap with a UK 9 to 5 (local 9 to 5 teams)
Poland: 7 hours in GMT and 7 hours in BST.
Romania: 6 hours in GMT and 6 hours in BST.
South Africa: 6 hours in GMT and 7 hours in BST.
Philippines, local day: 0 hours in GMT and 1 hour in BST.
ACXHUB, Cebu night shift: 8 hours in GMT and 8 hours in BST.
English as an official language
Poland and Romania: the working language depends on the provider and the person, so test written and spoken English for each hire.
South Africa: English is one of eleven official languages in the Constitution, section 6.
Philippines: English is an official language alongside Filipino under the 1987 Constitution, Article XIV, Section 7, as quoted by the Department of Education.
UK GDPR transfers
Poland and Romania: Both appear on the UK government's list of adequate countries, so personal data can flow there without an extra transfer tool.
South Africa and the Philippines: Neither appears on that list, so a transfer needs an Article 46 safeguard such as the IDTA or the Addendum (gov.uk).
How were the overlap hours worked out?
Every figure comes from the UTC offsets above and a UK clock that moves between GMT and BST. The UK puts its clocks forward at 1am on the last Sunday in March and back at 2am on the last Sunday in October (gov.uk). Those are the same instants the EU rule uses, 01:00 UTC on the last Sunday of March and October (IANA tz database), so Poland and Romania keep a fixed gap to London all year.
Here is the arithmetic, written as the other team's 9:00 to 17:00 on a UK clock:
Poland: 08:00 to 16:00 UK time in both seasons, so the shared window is 09:00 to 16:00.
Romania: 07:00 to 15:00 UK time in both seasons, so the shared window is 09:00 to 15:00.
South Africa in GMT: 07:00 to 15:00 UK time, a 09:00 to 15:00 share. In BST it moves to 08:00 to 16:00, a 09:00 to 16:00 share, because South Africa does not change its clocks.
Philippines on a local day in GMT: 01:00 to 09:00 UK time, so nothing overlaps. In BST it runs 02:00 to 10:00, which shares one hour.
The assumption matters. A Polish or South African provider that runs a later shift will overlap more than this, and you should ask each supplier which hours your team keeps.
Why does ACXHUB cover the whole UK working day?
ACXHUB's team works a deliberate Western shift, 3:00 PM to 5:00 AM Cebu time, rather than a Philippine office day. The arithmetic is simple. Cebu is UTC+8, so the shift runs 07:00 to 21:00 UTC.
In GMT (UTC+0): the team is on from 07:00 to 21:00 UK time. Your 9:00 to 17:00 sits inside it, which is 8 of 8 hours, with two hours before you start and four after you finish.
In BST (UTC+1): the team is on from 08:00 to 22:00 UK time. Your 9:00 to 17:00 still sits inside it, which is again 8 of 8 hours.
Because the Philippines has no daylight saving, the only thing that moves is the UK clock, and the window is wide enough to absorb it. You can see the same calculation run for other regions on why the Philippines.
Which location makes data protection simplest?
Poland and Romania make it simplest for a UK business, because both are on the UK adequacy list. UK law also treats every EEA state as adequate in the Data Protection Act 2018, Schedule 21.
For South Africa and the Philippines, you need an appropriate safeguard under Article 46 of the UK GDPR, which includes standard data protection clauses. In practice that means the IDTA or the Addendum, plus your own record of why the transfer is safe. This is routine paperwork that many UK firms already do, but it is real work, and it belongs in your decision rather than in a footnote. Ask any provider outside the adequacy list, ACXHUB included, which transfer mechanism it signs.
What about cost?
We have not put salary or rate figures in this comparison, because we could not find official, like-for-like sources for outsourced rates in all four countries, and a guessed number is worse than none. Compare written quotes for the same role, the same hours and the same management layer.
On the ACXHUB side, the one public price is the Hourly Retainer offer for new customers only: deposit $100 and get 20 hours, 10 paid and 10 bonus. After that pool, top-ups are a minimum of 50 hours at a standing rate we quote when you top up. Dedicated Staffing, Managed Marketing and the other models are scoped and quoted.
When Poland or Romania is the better choice
Choose Poland or Romania when the work handles a lot of personal data and you want to avoid a separate transfer agreement. They also suit work that needs a European language other than English. Six or seven shared hours is enough for most projects that run on written briefs and a daily call.
When South Africa is the better choice
Choose South Africa when English is the working language and you want close overlap without asking anyone to work nights. In BST it shares seven hours with London, and it never changes its own clocks, so the gap is predictable.
When the Philippines and ACXHUB are the better choice
Choose ACXHUB when you need your team reachable for the entire UK working day in both GMT and BST, with time either side for early briefs and evening handovers. You get an office-based, vetted team across marketing, development, design, video, AI, virtual assistants, customer support and sales, and one Account Coordinator as your single point of contact. You can start on the Hourly Retainer and move to Dedicated Staffing or Managed Marketing later with the same coordinator.
Questions buyers ask
Is the Philippines too far ahead for UK work?
On a local Philippine day, yes, because it overlaps a UK 9 to 5 by zero or one hour. A team on a Western shift changes that. ACXHUB's 3:00 PM to 5:00 AM Cebu shift covers all eight UK hours in both GMT and BST.
Does the clock change affect overlap with Poland and Romania?
No. The UK and the EU change their clocks at the same moment, so Poland stays one hour ahead and Romania two hours ahead all year.
Does South Africa's overlap change through the year?
Yes. South Africa stays on UTC+2, so it is two hours ahead of the UK in winter and one hour ahead in summer. That moves the shared window from six hours to seven.
Do I need extra paperwork to send personal data to the Philippines?
Yes. The Philippines is not on the UK adequacy list, so you need an Article 46 safeguard such as the IDTA or the Addendum before personal data is transferred.
