In the Philippines vs India vs Latin America choice, pick Mexico or Colombia if your team must work your hours on a normal local shift. Pick the Philippines or India if the work runs well as an overnight handover, or if your provider staffs a Western shift. On a local 9-to-5, Mexico and Colombia share 5 to 8 hours with a US day, and the Philippines and India share none.

That last point is the one most location guides skip, so this piece computes it rather than asserting it. It then covers language, data-protection law and year-end pay, using official sources only. Philippines vs India vs Latin America at a glance

Offset from UTC

  • Philippines: UTC+8, with no daylight saving time since 1990 (source).

  • India: Indian Standard Time is UTC plus 5:30 hours (source).

  • Mexico (Mexico City): The 2022 time-zone law refers the central zone to the 90° west meridian, which is UTC−6, and keeps seasonal clock changes only for the northern border strip (source). Mexico City has run on UTC−6 all year since 2022 (source).

  • Colombia: UTC−5, set by the national metrology institute, with no seasonal change (source).

Overlap with a 9-to-5 US Eastern day (local 9-to-5 shift)

  • Philippines: 0 hours in either season.

  • India: 0 hours in either season.

  • Mexico City: 7 hours in winter, 6 in summer.

  • Colombia: 8 hours in winter, 7 in summer.

National data-protection law

  • Philippines: The Data Privacy Act of 2012, overseen by the National Privacy Commission (source).

  • India: The Digital Personal Data Protection Act, 2023, with its Rules notified on 14 November 2025 and an eighteen-month phased compliance period (source).

  • Mexico: A new federal law on personal data held by private parties, published on 20 March 2025 (source).

  • Colombia: Ley 1581 de 2012, which also prohibits transfers of personal data to countries without adequate protection levels (source).

  • India: Confirm the bonus obligations for your entity with local counsel.

How much of your working day overlaps with each location?

On a normal local day shift, Mexico and Colombia overlap most of a US day, and the Philippines and India do not overlap it at all.

Here is the method, so you can check it. Each location works 9:00 AM to 5:00 PM local time. Each US team works 9:00 AM to 5:00 PM Eastern or Pacific. Convert both windows to UTC and count the shared hours.

The season matters because the US changes its clocks and the four locations do not. US daylight saving time runs from the second Sunday of March to the first Sunday of November (source). In 2026 that was March 8 to November 1.

  • Winter (US standard time): Eastern is UTC−5 and Pacific is UTC−8. An Eastern day runs 14:00 to 22:00 UTC. A Pacific day runs 17:00 to 01:00 UTC.

  • Summer (US daylight time): Eastern is UTC−4 and Pacific is UTC−7. An Eastern day runs 13:00 to 21:00 UTC. A Pacific day runs 16:00 to 24:00 UTC.

The local days in UTC are fixed all year. Mexico City works 15:00 to 23:00 UTC. Bogotá works 14:00 to 22:00 UTC. India works 03:30 to 11:30 UTC. The Philippines works 01:00 to 09:00 UTC.

Lay those side by side and the figures in the table follow. Colombia matches the Eastern day exactly in winter, because both sit on UTC−5. Mexico City gains an hour on the Pacific side in summer, when Pacific time moves an hour closer. India and the Philippines finish their local day before the US East Coast starts.

Does an offshore team have to work its local day?

No. A provider can staff a shift that follows US hours, which changes the overlap entirely.

ACXHUB runs its Cebu office from 3:00 PM to 5:00 AM Philippine time, which is 07:00 to 21:00 UTC. Against the same US windows, that shift covers:

  • US Eastern: 7 of 8 hours in winter, and all 8 in summer.

  • US Pacific: 4 of 8 hours in winter, and 5 in summer.

So the question to ask any offshore provider is not "what country are you in?" but "what hours does your team work, and are they on site?" The why the Philippines page computes these figures live for New York, Los Angeles, London, Berlin and Sydney.

What do language and law mean for a US buyer?

They decide how you hire and how you write the contract, more than which country you pick.

English is a constitutional official language in the Philippines, which helps with written work such as support tickets, content and documentation. In Colombia the official language is Spanish. That makes nearshore teams a good fit for Spanish-language customers, and it means you should test English directly for English-facing roles. Do the same in every country, because a national language rule tells you nothing about one candidate.

On data protection, all four countries now have a national law, and two of them are recent. Mexico replaced its 2010 law with a new one in March 2025, and India's DPDP Rules were notified in November 2025 with an eighteen-month phase-in. Colombia's law restricts transfers to countries without adequate protection, which your contract should address if Colombian staff handle personal data. Name the governing law in your data-processing agreement, whichever location you choose.

Year-end pay is a budgeting detail that surprises first-time buyers. The Philippines, Mexico and Colombia all set a statutory year-end or service payment, so ask any provider whether its price already includes it.

What about cost?

This article does not quote salary figures, because no official source we could verify gives a like-for-like number across all four countries.

What you can compare is the structure of a quote. Ask each provider whether the price includes statutory year-end pay, benefits, equipment, office space and management. Ask whether the people work from an office or from home, and who covers a sick day. Those answers move the real cost more than the headline rate.

When Latin America is the better choice

  • Your team needs real-time collaboration through the whole US day on a normal local shift. Colombia's day matches Eastern time in winter.

  • You serve Spanish-speaking customers and want native Spanish speakers.

When India is the better choice

  • The work runs well as an overnight handover: brief at your close, review the output in the morning.

  • You already run an entity or partner network there, and adding work to it is simpler than starting somewhere new.

When the Philippines and ACXHUB are the better choice

  • You want English-language work and live overlap with a US day, delivered by a team on a Western shift rather than a local one.

  • You want an office-based, vetted team with one Account Coordinator as your contact.

  • You want to start small. New customers can deposit $100 for 20 hours (10 paid plus 10 bonus) on the Hourly Retainer.

Questions buyers ask

Which country has the most overlap with US Eastern time?

On a local 9-to-5 shift, Colombia: 8 hours in winter and 7 in summer, because Bogotá sits on UTC−5 all year.

Does the Philippines observe daylight saving time?

No. The Philippines has stayed on UTC+8 since 1990 (source), so the overlap with the US shifts by an hour when US clocks change.

Is Mexico still changing its clocks?

Only along the northern border. The 2022 law ended seasonal time elsewhere, so Mexico City stays on UTC−6 all year (source).

Can a Philippine team cover the US West Coast?

Partly. ACXHUB's 3:00 PM to 5:00 AM Cebu shift covers 4 hours of a Pacific day in winter and 5 in summer.

Competitor details were checked on 5 November 2026 and may have changed since.
