Country comparisons in the global BPO conversation tend to collapse into cost tables. The criteria that actually decide an engagement are less tidy:
Language fit for the work. Written support, voice support and technical writing make different demands, and a market strong in one is not automatically strong in another.
Time-zone overlap with the people who make decisions — not with your office hours, but with the hours when you unblock work.
Tenure norms. How long people typically stay in a role locally matters more to your total cost than the rate does.
Seniority available at your price point. Every market has senior specialists; the question is what they cost relative to the junior staff a rate card implies.
Legal and data regime, and whether it satisfies your customers’ own obligations.
